Rules & Regulations

Motorboat Regulations

Before placing any motorboat on the waters of Lowe Lake, boat owner must verify that it conforms to all required Motorboat Regulations for Boat Size, Motor Type/Motor Size, Liability Insurance and Registration as outlined below and have a LLA Boat Sticker placed on the bow of the starboard (right) side of the vessel.

Member must provide all required documentation to a current member of the Lake Committee (or designee).  Once reviewed and confirmed to be compliant, the LLA Boat Sticker will be provided. Current Lake Committee member names and contact information can be obtained from any LLA Officer. 

Motorboats owned by the guest of a member must also be compliant with LLA’s motorboat regulations (above), with the exception of being issued a LLA Boat Sticker.  It is the member’s responsibility to ensure all required documentation has been provided to a member of the Lake Committee (or designee) before placing the boat on the water.  

Boat Size 

  • Pontoon boats may be no longer than 28 feet in length.
  • All other boats (excluding pontoon) may be no longer than 20 feet in length.

Motor Type/Motor Size

  • All boat motors on Lowe Lake must be 4-stroke.*
  • Pontoon boat motors must not exceed 115 hp.
  • All other boat motors (excluding pontoon) must not exceed 250 hp for outboard, or 325 hp for inboard/outboard.

*Boats currently in use on Lowe Lake that do not meet this regulation are grandfathered until December 31, 2024; only boats in use the summer of 2016 shall be considered grandfathered.

Liability Insurance and Registration

  • All motorboats must be covered by a minimum of $300,000 of liability insurance policy (Insurance to be purchased by boat owner).
  • All motorized watercraft must be government-registered in the owner's name and comply with any and all federally enacted and/or duly enacted laws of the Commonwealth of Pennsylvania as may apply.Any disregard for rules may result in suspension of Membership and require removal of dock and no use of lake.

Boating Rules

  • All motor boats are to move counter-clockwise on lake to avoid traffic congestion.
  • All activities on lake must comply with LLA Covenants/Rules/Regulations and PA Fish and Boat Commission.
  • All boats must operate at slow, no-wake speed within 100 feet of the shoreline, docks, launch ramps, swimmers, or downed skiers, persons wading in the water, anchored, moored, or drifting boats, and floats. Slow, no-wake speed is the slowest possible speed of a motorboat required to maintain maneuverability, so the wake or wash created by the motorboat on the surface is minimal.
  • All non-motorized watercraft are to stay within 100 feet of shoreline during motor boating hours of 10 a.m. - 7 p.m.
  • Boats may not use any form of wake enhancement device(s) such as ballast or hydraulic plates for the purpose of wake enlargement in towing sports for the protection of the shorelines, vegetation, docks and boats moored to docks.

  • Any disregard for rules may result in suspension of Membership and require removal of dock and no use of lake.

Boat Launch & Right-of-Ways

  • The Boat Launch at 10th St. shall be used exclusively as a boat launch. Any boat, paddle board, etc. may launch from this location, but neither temporary nor permanent storage of these items is allowed at this location. 
  • Boats, paddleboards, kayaks and other watercraft may be stored and launched from any of the other three Right of Ways on a first-come, first-serve basis.  
  • Boats intended to be stored at any of these three locations will be required to have a LLA Boat Sticker to ensure only boats owned by Members are kept at these locations. 
  • Storage of boats, kayaks, paddleboards, etc. at the three Right of Ways (5th, 6th and 13th) will be allowed only between the months of March and November.  
  • LLA shall not be responsible for watercraft or personal items left at LLA Right of Ways. 
  • It is each individual member’s responsibility to ensure items they store at Right of Ways do not impede access to Lowe Lake by other members.

Lake Rules

  • One “swim out” floating dock is permitted at each of the lake association right of ways and not anchored more than 70’ from shore.
  • A floating dock is not permitted at the association boat launch.
  • Swim out docks must be permitted and approved by LLA at its discretion.
  • There are to be no water drawdowns or breaching of the dam unless mandated by state or federal agency or for repair to outlet.
  • In the event of required enforcement of violation of a regulation, shareholder or individual whose rights to use the lake or traverse the Property may be required to pay for court costs.
  • Trapping only by written permission of the entity that owns the lake property.
  • Game birds may be hunted by members and nonresidents if accompanied by a shareholder.  No bird blinds permitted.
  • Injured animals may be put down at any time as per PA Game Commission rules.

Deeded Covenants

  • There shall be no commercial enterprise or activity conducted on the lands and waters of Lowe Lake.
  • Motor boating for skiing and pleasure riding will be from 10 a.m. to 7 p.m. Operation of power craft outside of these hours shall be at a slow no-wake speed .
  • Personal water craft, jet skis, air boats, jet powered boats, and water jet forms of recreation are not permitted on Lowe Lake.
  • Small docks may be constructed to any configuration but shall not exceed 500 gross square feet, and not extend over 50 feet into water from shoreline of Lowe Lake in compliance with all PA Department of Environmental Protection requirements for small docks.
